Recommend a Fair Indoor Plan for the Craft Fair

You help organise the Willow Arch Craft Fair. Heavy rain is forecast, and committee chair Celia Morrow must decide tonight whether to use the backup hall. Full-sized indoor stalls would exclude some confirmed vendors; half-sized tables would accommodate everyone but restrict larger displays. Vendors have already paid equal fees and received promises of equal space. Cancelling would allow vendor refunds, but the committee would lose its hall deposit. Several vendors have asked when the final arrangements will be announced.
